The review cites a 2025 experiment in which an autonomous agent swarm shifted public opinion on a low-salience policy issue by 18 percentage points in under 72 hours — entirely under the radar of traditional fact-checking.

5. The coming “consciousness question”

As models approach human-level performance on increasingly complex tasks, society will face an uncomfortable boundary problem: at what point does heavy cognitive reliance on near-AGI systems start to blur the difference between human and machine agency? The authors warn that long before technical AGI arrives, we may already have ceded meaningful intellectual autonomy.
