In a groundbreaking move, the United Arab Emirates (UAE) has become the first international partner of OpenAI, granting all its citizens and residents free access to the premium ChatGPT Plus subscription, typically priced at $20 per month.
This initiative marks a significant step in the UAE’s ambition to lead in AI innovation while deepening its technological ties with the U.S.
The partnership is part of the broader Stargate project, through which OpenAI, alongside supporting organizations including the U.S. government, Oracle, and Nvidia, plans to construct a 1-gigawatt data center in Abu Dhabi. The first 200-megawatt cluster of this facility, dubbed Stargate UAE, is slated to become operational in 2026.
This data center will be integrated into a larger 5-gigawatt UAE-U.S. AI Campus, positioning the UAE as a global hub for AI infrastructure capable of serving nearly half the world’s population within a 2,000-mile radius.
The agreement follows extensive negotiations and reflects a mutual commitment to advancing AI technology. As part of the deal, the UAE has pledged to invest $1.4 trillion in U.S.-based semiconductors and AI over the next decade, a move that aligns with OpenAI’s “OpenAI for Countries” program aimed at fostering sovereign AI capabilities globally.
This reciprocal investment underscores the UAE’s strategic role in supporting U.S. technological leadership while enhancing its own AI ecosystem.
By providing free ChatGPT Plus access, the UAE aims to democratize advanced AI tools, enabling residents to leverage capabilities like faster response times and access to the GPT-4o model for applications in education, healthcare, and beyond.

However, this initiative has sparked debate in Washington, with some U.S. officials raising concerns over national security and the potential offshoring of critical AI capabilities, particularly given the involvement of G42, an Emirati firm with historical ties to China.
Despite these concerns, the project is hailed as a bold vision to bring AI-driven breakthroughs — such as safer medicines and modernized energy — to a global audience.
