In late July 2025, Kyrgyzstan enacted two significant laws affecting its internet landscape, marking a notable shift in the country’s digital policy.

Under this regulation, the state-owned telecom company ElCat will become the sole provider, taking over contracts from all other internet service providers. This move centralizes control of internet access, with the transition set to begin on August 15 for a one-year trial period.

The second law imposes a ban on access to websites containing pornographic content, aimed at safeguarding the moral and ethical values of Kyrgyzstan’s predominantly Muslim population. Internet providers are now required to block such sites based on decisions from the Ministry of Culture, with fines imposed on those who fail to comply.
