OpenAI Opens in Brazil—215M Daily Messages Explain the Bet

OpenAI launched commercial operations in Brazil on August 27, 2026, with a local team based in São Paulo. A Reuters dispatch published by UOL documented the launch and São Paulo office while attributing the estimate of 215 million daily ChatGPT messages to the company.
The immediate change is organizational rather than technical: Brazilian businesses, developers, researchers and public institutions now have a locally based commercial team. The expansion also includes named education, research, training and government collaborations, but no new Brazil-only version of ChatGPT, local data center or country-specific service tier has been unveiled.
OpenAI’s adoption figures explain the commercial bet

Brazil’s scale as a ChatGPT and developer market supplies the clearest rationale for the expansion, but the measurements come from OpenAI. In its August 27 account of the expansion, the company placed Brazil among ChatGPT’s three largest weekly-active-user markets, estimated approximately 215 million messages per day and said the country’s user base had nearly doubled over the previous year.
The same company data ranks Brazil second worldwide by number of OpenAI API developers and identifies it as Codex’s largest Latin American market. Weekly Codex users had increased more than elevenfold since the beginning of 2026, daily interactions nearly thirtyfold, and ChatGPT Enterprise seats fivefold year over year; Brazil was also placed among the company’s ten largest markets by business-customer count.
Those figures make the commercial logic clear without providing an independently audited measure of Brazil’s AI market. Absolute user totals, underlying developer and enterprise counts, and the methodology for estimating daily messages remain unavailable. Reuters characterized Brazil as ChatGPT’s third-largest market, while the company’s more precise formulation was one of the three largest by weekly active users.
What the São Paulo operation changes

The operation creates a permanent base for commercial engagement in Brazil. Its team is intended to work with organizations on selecting useful applications, preparing employees, establishing governance and expanding deployments across areas such as financial services, commerce, mobility, customer service, software development and internal operations.
The commitments and adoption claims fall into distinct categories:
- Local operation: a commercial team based in São Paulo.
- Company-reported demand: heavy ChatGPT use, a large API developer population and rapid Codex and enterprise growth.
- Partner activity: education access, research support, professional AI literacy, small-business training, developer events and public-sector collaboration.
- Not yet specified: local headcount, office capacity, Brazilian revenue targets, domestic data hosting, local model training and country-specific pricing.
The available materials do not explain why São Paulo was selected over another Brazilian city or identify tax incentives, government concessions or a particular property behind the decision. They establish why Brazil matters commercially and where the team is based, but not a separate city-level site-selection case. Nor do they classify the operation as an engineering center or promise Brazilian data residency.
Education and public-sector programs add substance

The clearest education commitment involves Instituto Tecnológico de Aeronáutica. The partnership covers ChatGPT Edu accounts for students, faculty and staff, plus credits for advanced capabilities including reasoning models and Codex. Publicly available details do not specify the number of accounts, the credit allocation or the access schedule.
Research work involves Instituto de Matemática Pura e Aplicada and Hospital das Clínicas da Faculdade de Medicina da Universidade de São Paulo. The former will examine what research organizations need to turn AI access into scientific progress; the latter will evaluate a clinical-information infrastructure prototype for Brazil’s public health system while retaining physician judgment and human oversight.
Tecnoblog’s coverage of the Brazilian partnerships placed those projects within a global cohort of 14 initiatives sharing $1 million in funding and up to $1 million in API credits, with results expected in 2027. The amounts apply to the worldwide cohort, not exclusively to the Brazilian projects.
Other collaborations address practical adoption. Legal-technology company ENTER is involved in a national AI-literacy program for legal professionals, while Estímulo is developing free, mobile-first training for micro and small-business owners. A memorandum with the city of São Paulo, through municipal technology company Prodam, concerns making AI available to São Paulo and other public administrations; it records an intention to collaborate, not a completed procurement or deployment.
Developers get local engagement, not a new product tier
Developer outreach began around the launch through the Portuguese-language OpenAI para Devs roadshow in Recife, Rio de Janeiro, Florianópolis and São Paulo. Its program included technical presentations, Codex demonstrations, workshops and sessions with Brazilian partners Adapta and Brendi.
The roadshow culminated in OpenAI Hackathon Brasil in São Paulo. The winning team used Codex to create a prototype that matches micro and small businesses with public-procurement opportunities and eligibility requirements using public data. That project demonstrates the kind of localized development activity the operation may support, but it remains a hackathon prototype rather than an OpenAI product offered to customers.
For Brazilian companies and developers, the near-term consequence is therefore access to a local commercial team, Portuguese-language engagement and a network of institutional programs. The next evidence of depth will come from staffing details, delivery of ITA access, research results and any defined deployments under the Prodam memorandum. For now, Brazil has a confirmed commercial operation with concrete partnerships attached, but no declared local infrastructure buildout or exclusive service tier.
