China’s $943 Million Starlink Challenger Has Launched 218 of 12,000 Satellites

China’s Qianfan broadband constellation has moved from a financing proposal to repeated orbital deployment, reaching 218 launched satellites by July 4, 2026. The Shanghai-backed network is pursuing a 12,000-spacecraft target associated with a reported $943 million funding round, but its deployed fleet remains a small fraction of that ambition.
The frequently repeated claim that China has one $943 million project covering 13,000 satellites combines two separate ventures. The financing and 12,000-satellite target belong to Qianfan, previously known as G60 or Thousand Sails, while the roughly 13,000-spacecraft plan belongs to Guowang, a different network led by state-owned China SatNet.
The $943 million and 13,000-satellite figures describe different projects
A Via Satellite account of China’s two megaconstellations identified a 6.7 billion-yuan funding round, then equivalent to $943 million, for Shanghai Spacecom Satellite Technology’s 12,000-satellite G60 network; it separately described China SatNet’s Guowang as a planned fleet of about 13,000 satellites.
The dollar amount is the exchange-rate conversion used when the financing was disclosed, not an established present-day valuation or a complete lifetime budget for the constellation. It also cannot be attributed to Guowang: the two systems have different operators, planned fleet sizes and organizational structures.
The naming has made the distinction harder to follow. G60 later became widely known as Qianfan, meaning “Thousand Sails,” and the network is also associated with the SpaceSail name. Guowang, commonly translated as “national network,” remains the separate China SatNet program.
Qianfan has entered sustained batch deployment
Qianfan is no longer merely a proposed network. On July 4, 2026, a Long March 6A launched 18 Qianfan satellites from the Taiyuan Satellite Launch Center, increasing the cumulative number sent to orbit to 218, according to the Chinese industry ministry’s deployment notice. The notice describes Qianfan as a commercially operated low-Earth-orbit internet constellation using Ku and Q/V frequency bands for broadband communications and internet access.
The phrase “cumulative number launched” sets an important boundary around the milestone. It does not establish that every spacecraft is operational, that continuous commercial coverage is available or that a complete ground network and terminal ecosystem are ready.
Even with that limitation, the launch total changes the business assessment. Repeated batch deployment creates tangible demand for satellite manufacturing, launch services, ground infrastructure, spectrum coordination and network operations. Qianfan has therefore advanced beyond a paper architecture, although its commercial reach cannot yet be inferred from its orbital count.
At 218 spacecraft, the deployed total equals about 1.8% of a 12,000-satellite objective. That calculation does not predict when the constellation will be completed, but it shows the scale of the remaining manufacturing and launch burden.
Starlink’s advantage extends beyond satellites in orbit
Planned constellation size alone is an incomplete measure of competition. Starlink already combines spacecraft production, launch capacity, ground infrastructure, user terminals and commercial distribution. Its 2025 progress report lists more than nine million customers across over 155 countries and markets, including more than 4.6 million new active customers added during 2025 and expansion into 35 additional markets.
Those company figures are not directly comparable with Qianfan’s launch total. One set measures customers and market presence; the other counts spacecraft sent to orbit. The mismatch illustrates the central competitive gap: deploying satellites is necessary, but a broadband operator must also secure market access, distribute terminals, provide dependable capacity and turn coverage into recurring revenue.
Qianfan does not need to equal Starlink’s global scale before it has commercial or strategic value. A partially deployed system could eventually provide regional capacity, mobility links, government connectivity or wholesale service. Publicly available evidence cited here, however, does not establish Starlink-sized consumer availability, coverage or customer adoption for the Chinese network.
Launch capacity is the defining constraint
Reaching the stated Qianfan target would require another 11,782 satellites beyond the July 2026 cumulative launch total. That arithmetic highlights the industrial challenge without assuming a completion schedule: satellite output, rocket availability and launch cadence must increase together, while operational constellations also require replacement spacecraft over time.
The 6.7 billion-yuan financing round should likewise be treated as funding for the project rather than the verified cost of completing and operating the entire network. Launches, gateways, terminals, regulatory work, network operations and eventual replenishment all add to the economics of a functioning satellite broadband business.
China’s parallel programs may distribute development across commercial and state-led structures, but their milestones are not interchangeable. A Qianfan launch does not increase Guowang’s fleet, and Guowang’s planned scale does not enlarge Qianfan’s deployed network. Suppliers, investors and connectivity partners therefore need to identify which operator, constellation and procurement structure sits behind any announced opportunity.
A real challenger, but not yet a peer
Qianfan has demonstrated repeated deployment at meaningful industrial scale. Its 218 launched satellites make it an active broadband infrastructure program, not simply a long-term proposal, while its licensed frequency activity and batch launches show that physical network construction is under way.
It has not demonstrated parity with Starlink as a commercial service. The defensible comparison is one of direction: Qianfan is building toward a large low-orbit broadband network, while Starlink already operates at multimillion-customer scale.
The accurate picture is therefore more complex than the original 13,000-satellite, $943 million formulation. China has at least two distinct megaconstellation programs central to this comparison: Qianfan is the 12,000-satellite venture associated with the financing and the 218-spacecraft launch milestone, while Guowang accounts for the separate target of roughly 13,000 satellites.
