These scandals inflated stock prices and lured investors into making investments.\u003C/p>\n\n\u003Cp>The Act was introduced by Senator Paul Sarbanes and Representative Michael Oxley and signed into law by the then U.S. President, George W. HIPAA stands for Health Insurance Portability and Accountability Act.\u003C/p>\n\n\u003Cp>The Act came into effect in 1996. HITECH stands for Health Information Technology for Economic and Clinical Health Act. The Act came into effect in 2009.
