It measures people classified as unemployed as a share of the labor force, excluding most nonworkers who have stopped actively looking.\u003C/p>\u003Cp>If job seekers discontinue their search, both the unemployed count and the labor-force denominator shrink. The rate can therefore decline without anyone being hired—and it can even fall while employment declines. The first question is not simply how many jobs were lost, but who stopped looking.\u003C/p>\u003Ch2>The denominator changes the story\u003C/h2>\u003Cp>The official unemployment rate, or U-3, equals unemployed people divided by the labor force, multiplied by 100. The labor force comprises employed and unemployed people, not the entire adult population.\u003C/p>\u003Cp>Under the \u003Ca href=\"https://www.bls.gov/cps/definitions.htm\" target=\"_blank\" rel=\"nofollow noopener\">Bureau of Labor Statistics definitions\u003C/a>, a person without a job generally must be available for work and have made at least one specific active search effort during the previous four weeks to count as unemployed. Applications, interviews and direct employer contacts qualify; merely viewing job postings without further action is passive. Someone using only passive methods is normally classified as outside the labor force.\u003C/p>\u003Cp>That produces three distinct groups: employed, unemployed and not in the labor force. When a person moves from unemployed to outside the labor force, both the numerator and denominator of U-3 fall even though that person did not find work.\u003C/p>\u003Ch2>A 100-person example\u003C/h2>\u003Cp>Consider a hypothetical population of 100 adults. Initially, 60 are employed, 10 are unemployed and actively looking, and 30 are outside the labor force. The labor force is 70.\u003C/p>\u003Cul>\u003Cli>\u003Cstrong>U-3 unemployment rate:\u003C/strong> 10 ÷ 70 = 14.3%.\u003C/li>\u003Cli>\u003Cstrong>Labor-force participation rate:\u003C/strong> 70 ÷ 100 = 70%.\u003C/li>\u003Cli>\u003Cstrong>Employment-population ratio:\u003C/strong> 60 ÷ 100 = 60%.\u003C/li>\u003C/ul>\u003Cp>Now suppose two employed people lose their jobs and start searching, while six of the original unemployed people stop searching. Employment falls from 60 to 58. The unemployed count becomes six: four continuing job seekers plus the two newly unemployed people. The labor force contracts to 64.\u003C/p>\u003Cul>\u003Cli>\u003Cstrong>New U-3 rate:\u003C/strong> 6 ÷ 64 = 9.4%.\u003C/li>\u003Cli>\u003Cstrong>New participation rate:\u003C/strong> 64 ÷ 100 = 64%.\u003C/li>\u003Cli>\u003Cstrong>New employment-population ratio:\u003C/strong> 58 ÷ 100 = 58%.\u003C/li>\u003C/ul>\u003Cp>U-3 has fallen from 14.3% to 9.4%, yet two fewer people are working. The apparent improvement came from a larger flow out of active job search than into unemployment, the mechanism described in \u003Ca href=\"https://econofact.org/factbrief/can-the-unemployment-rate-fall-even-if-fewer-people-are-working\" target=\"_blank\" rel=\"nofollow noopener\">EconoFact’s labor-force explanation\u003C/a>.\u003C/p>\u003Ch2>Participation reveals a contracting labor force\u003C/h2>\u003Cp>The labor-force participation rate divides the labor force by the civilian noninstitutional population. When U-3 falls alongside participation, the combination may mean fewer people are counted as available labor rather than that hiring strengthened.\u003C/p>\u003Cp>A lower participation rate does not identify the reason people left. Retirement, education, family responsibilities, illness and discouragement can all affect participation, so the measure is context rather than a verdict. Falling U-3, falling participation and weak employment together are the important warning pattern.\u003C/p>\u003Ch2>The employment-population ratio counts who is working\u003C/h2>\u003Cp>The employment-population ratio divides employed people by the civilian noninstitutional population. Because its numerator depends on having work, abandoning a job search cannot by itself improve this measure.\u003C/p>\u003Cp>In the example, the ratio falls from 60% to 58%, showing directly that a smaller share of the population is employed. If U-3 and this ratio both decline, the headline rate is not evidence of an across-the-board improvement. If U-3 falls while the employment-population ratio rises, stronger employment is a more plausible explanation.\u003C/p>\u003Ch2>Discouraged workers and U-6 expose additional slack\u003C/h2>\u003Cp>Marginally attached people want and are available for work and searched during the prior 12 months, but not during the latest four weeks. Discouraged workers are a subset who are not currently searching because of their job prospects. Neither group is included in U-3.\u003C/p>\u003Cp>U-6 is broader: its numerator includes the officially unemployed, all marginally attached people and those working part time for economic reasons. Its denominator is the labor force plus the marginally attached. A rising U-6 or a widening gap between U-6 and U-3 can reveal increasing involuntary part-time work or marginal attachment that the headline rate omits.\u003C/p>\u003Cp>U-6 still does not include every nonworker who would prefer a job. A person who wants work but has not searched within the prior 12 months is not marginally attached, making the separate count of people outside the labor force who want a job useful context.\u003C/p>\u003Ch2>Payroll jobs and household employment are different measures\u003C/h2>\u003Cp>A decline in “jobs” may refer to nonfarm payroll positions, whereas U-3 comes from the household survey. The \u003Ca href=\"https://www.bls.gov/news.release/empsit.faq.htm\" target=\"_blank\" rel=\"nofollow noopener\">BLS comparison of its employment measures\u003C/a> explains that the household survey includes unincorporated self-employed, agricultural, unpaid family and private household workers excluded from the establishment survey; the larger establishment survey measures monthly payroll changes more precisely.\u003C/p>\u003Cp>A payroll decline and a lower U-3 can therefore coexist because the estimates come from different samples with different coverage. If household employment itself falls while U-3 falls, changes in unemployment and labor-force participation show whether departures from active search drove the rate lower.\u003C/p>\u003Ch2>A checklist for reading the jobs report\u003C/h2>\u003Col>\u003Cli>Read U-3 with the unemployed count and labor-force level. Identify which parts of the fraction changed.\u003C/li>\u003Cli>Check participation. A simultaneous decline can signal that labor-force exits helped lower U-3.\u003C/li>\u003Cli>Check the employment-population ratio. A decline means a smaller share of the population is employed, regardless of search status.\u003C/li>\u003Cli>Review people outside the labor force who want a job, followed by the marginally attached and discouraged-worker counts.\u003C/li>\u003Cli>Compare U-6 with U-3 and inspect part-time work for economic reasons for underutilization absent from the headline rate.\u003C/li>\u003Cli>Determine whether the employment figure comes from the household or establishment survey before comparing it with U-3.\u003C/li>\u003C/ol>\u003Cp>A lower unemployment rate establishes only that a smaller share of the labor force is classified as unemployed. It does not establish that more people are working.
