It is a seasonally adjusted estimate of qualifying positions that remained open on the last business day of the month; the survey does not publish a count of offers made, accepted or rejected.\u003C/p>\u003Cp>Read openings as a point-in-time measure of unmet labor demand, then read hires, quits and layoffs as separate flows across the entire month. The measures describe connected parts of the U.S. labor market, but they do not track the same vacancies or workers from one stage to the next.\u003C/p>\u003Ch2>What the 7.4 million figure measures\u003C/h2>\u003Cp>The \u003Ca href=\"https://www.bls.gov/news.release/jolts.htm\" target=\"_blank\" rel=\"nofollow noopener\">BLS release for June 2026\u003C/a> reported a preliminary, seasonally adjusted estimate of 7.359 million openings, presented in the release headline as 7.4 million. It also estimated 5.348 million hires and 5.351 million total separations, including 3.2 million quits and 1.8 million layoffs and discharges.\u003C/p>\u003Cp>The reference periods are crucial. Openings are positions unfilled on June’s last business day, while hires and separations are events recorded throughout June. The figures therefore cannot be compared as if every opening were available for the whole month and every hire filled one of those same positions.\u003C/p>\u003Cp>An opening also is not synonymous with an advertisement. Employers can recruit through interviews, employment agencies, job fairs, help-wanted signs or word of mouth without maintaining an online listing. Conversely, seeing an advertisement does not establish that the underlying position satisfies every JOLTS condition, and multiple advertisements can refer to the same vacancy.\u003C/p>\u003Ch2>When a vacancy qualifies as a JOLTS opening\u003C/h2>\u003Cp>Under the \u003Ca href=\"https://www.bls.gov/jlt/jltdef.htm\" target=\"_blank\" rel=\"nofollow noopener\">official JOLTS definitions\u003C/a>, a position counts as open only if a specific job exists with work available, the job could start within 30 days, and the establishment is actively recruiting outside the location that has the opening. The position may be full-time or part-time, permanent, short-term or seasonal.\u003C/p>\u003Cp>JOLTS excludes positions available only through internal transfers, promotions, demotions or recalls from layoffs. It also excludes jobs that cannot start within 30 days, positions assigned to people who have been hired but have not yet reported for work, and roles to be filled by temporary-help agencies, employee-leasing companies, outside contractors or consultants.\u003C/p>\u003Cp>Those exclusions explain the title’s distinction. An employer can make or even secure acceptance of an offer without reporting that position as an opening at month-end. At the same time, one qualifying opening may remain in successive monthly estimates while the employer continues recruiting.\u003C/p>\u003Ch2>Opening, hire and separation are different measures\u003C/h2>\u003Cp>The simplest model is a labor-market flow with different reference periods attached:\u003C/p>\u003Col>\u003Cli>\u003Cstrong>Opening:\u003C/strong> a qualifying position is still unfilled on the last business day of the month. This is a stock, or snapshot.\u003C/li>\u003Cli>\u003Cstrong>Hire:\u003C/strong> a worker joins an establishment’s payroll at any point during the month. This is a monthly flow.\u003C/li>\u003Cli>\u003Cstrong>Separation:\u003C/strong> a worker leaves that payroll during the month through a quit, layoff or discharge, or another separation. This is another monthly flow.\u003C/li>\u003C/ol>\u003Cp>The sequence is conceptual rather than a set of linked records. A vacancy can arise and be filled before month-end, producing a hire without appearing in the final-day openings count. A position can remain open at month-end without producing a hire, while a reported hire may be a rehire, a recall after a formal layoff or a transfer from another location.\u003C/p>\u003Cp>Subtracting hires from openings therefore does not measure unsuccessful recruitment. Dividing hires by openings is not a clean vacancy-fill or offer-acceptance rate either: the numerator accumulates payroll additions across a month, while the denominator captures qualifying vacancies on one day.\u003C/p>\u003Ch2>What hires, quits and layoffs include\u003C/h2>\u003Cp>\u003Cstrong>Hires\u003C/strong> include new hires, rehires, full-time and part-time workers, seasonal employees, workers hired and separated in the same month, transfers from other locations and certain recalls after layoffs. Promotions or transfers within the reporting location are excluded.\u003C/p>\u003Cp>\u003Cstrong>Quits\u003C/strong> are voluntary departures initiated by employees, except that retirements and transfers to another location are classified as other separations. \u003Cstrong>Layoffs and discharges\u003C/strong> are employer-initiated departures, including firings, eliminated positions, seasonal terminations and layoffs lasting or expected to last more than seven days. Other separations include retirements, deaths, disability-related departures and transfers to other locations.\u003C/p>\u003Cp>Temporary-help workers, leased employees, outside contractors and consultants are not counted as employees of the client workplace. Where applicable, they are reported by the establishment that employs them, which limits comparisons between JOLTS and the visible headcount of workplaces that rely heavily on contingent labor.\u003C/p>\u003Ch2>How the four signals change the interpretation\u003C/h2>\u003Cp>Openings estimate unmet demand, not the speed or success of recruiting. A high level can coexist with slower hiring because JOLTS does not identify how long individual positions have been open, how selective employers are, whether candidates match the available roles or how many offers employers extend.\u003C/p>\u003Cp>Hires measure gross additions to payroll rather than net job creation. Millions of people can join payrolls while a similar number leave, producing extensive turnover but comparatively little net employment change. Comparing hires with total separations shows the scale and broad direction of that movement, although both are survey estimates subject to revision.\u003C/p>\u003Cp>Quits represent the employee-initiated side of turnover and can indicate workers’ willingness or ability to leave jobs, but they do not reveal each person’s reason. Layoffs and discharges represent employer-initiated separations already occurring during the reference month; they are not a count of announced future job cuts.\u003C/p>\u003Cp>Applicant experience can consequently look weaker than the openings headline suggests. An \u003Ca href=\"https://www.hiringlab.org/2026/06/30/may-2026-jolts-report-more-of-the-same/\" target=\"_blank\" rel=\"nofollow noopener\">Indeed Hiring Lab analysis\u003C/a> of the preceding month likewise noted that headline openings did not automatically translate into opportunities for job seekers when actual hiring remained subdued.\u003C/p>\u003Ch2>A disciplined reading order\u003C/h2>\u003Col>\u003Cli>Confirm the reference month and whether the estimates are preliminary or revised.\u003C/li>\u003Cli>Treat openings and the openings rate as a final-business-day snapshot of qualifying unfilled positions.\u003C/li>\u003Cli>Treat hires as gross additions to payroll across the month, not as offers or net employment growth.\u003C/li>\u003Cli>Compare hires with total separations to gauge movement onto and off payrolls.\u003C/li>\u003Cli>Separate quits from layoffs and discharges so voluntary and employer-initiated turnover are not conflated.\u003C/li>\u003Cli>Check industry estimates and rates before applying the national total to a particular field or job search.\u003C/li>\u003C/ol>\u003Cp>For June 2026, that reading yields a limited but useful conclusion: employers had about 7.4 million qualifying vacancies at month-end, while hires and separations each totaled roughly 5.35 million across the month.
